At a glance
The BOJ meets October 29–30 after September’s split decision set its overnight rate around 1.25%. An initial outlook is due with the decision, followed by the full report on November 2. [1][2][3]
A meeting with a new outlook
The Bank of Japan’s policy meeting is scheduled for October 29–30, with its next Outlook for Economic Activity and Prices accompanying the decision. The official meeting calendar distinguishes the initial policy-board assessment from the full report and later records of the discussion. As of October 25, none of the October meeting’s conclusions is available. This is a preview of the questions and publication sequence, rather than a report of a rate decision already taken. [1]
The last decision provides the baseline
At its September 18 meeting, the bank voted 7–2 to guide the uncollateralized overnight call rate around 1.25%, effective September 24. Its statement described a moderate recovery with some weakness, and identified energy costs, foreign exchange developments and AI-related demand among relevant influences. That combination supplies context for October’s assessment without determining its result. A central bank can acknowledge resilient activity and still examine whether particular households or industries face material pressure. [3]
The debate is about underlying pressure
The September Summary of Opinions, released October 1, contains differing assessments of whether underlying inflation had reached 2% or was still approaching it. Some contributions emphasized rising costs and price risks; others pointed to subdued consumption and less convincing domestic-demand strength. These are summarized individual views, not a single new forecast. Our analysis is that the October outlook will be most informative where it explains how the board weighs that evidence, rather than merely repeating the target number. [4]
Read the vote and outlook together
September’s two dissenters questioned the case for an increase at that time. The policy statement also said future adjustments would respond to economic activity, prices and financial conditions. Our editorial approach will be to compare the next vote with the accompanying explanation, rather than assuming that a prior majority guarantees the next decision. Differences over timing can coexist with a shared longer-term objective, so the published reasons are essential to understanding any change in support. [3]
The full report follows in November
The release schedule updated October 23 lists the October 30 statement and initial outlook with their times undecided. It schedules the full Outlook Report for November 2 at 14:00 Japan Standard Time, equivalent to 09:00 in Dubai. That means readers should not assume every forecast explanation will appear at the first announcement. The bank also cautions that scheduled release dates can change, making its own calendar the appropriate place to confirm timing. [2]
A practical way to follow the release
Our reading sequence will be the policy action, the outlook’s inflation and activity assessment, and the explanation of risks around that assessment. Particular attention will go to differences between reported inflation and the bank’s judgment of underlying pressure, a distinction already visible in the published opinions. None of this establishes a guaranteed direction for the yen or Japanese bonds. The value of the preview is a clear comparison framework that can be tested against the actual release. [4]
