The September reading
UK consumer-price inflation increased to 3.5% in September 2026 from 3.1% in August, the Office for National Statistics reported on October 21. Prices rose 0.4% over the month. CPIH, the broader measure that includes owner occupiers’ housing costs, increased 3.6% over the year. CPI and CPIH answer related but different questions, so the numbers should be labelled clearly rather than treated as competing estimates of one identical measure.
More than a headline fuel story
ONS identified transport, particularly motor fuels, as the largest upward contribution to the change in annual inflation. Restaurants and hotels provided a partial offset. Core CPI, which excludes energy, food, alcohol and tobacco, rose to 2.8% from 2.6%. CPI services inflation increased to 3.7% from 3.4%. The Associated Press also highlighted the role of fuel in the release. Together, the figures make the underlying composition as relevant as the main annual rate.
Why the policy debate becomes harder
Our interpretation is that the combination of fuel pressure and firmer underlying measures complicates the assessment of persistence. Policymakers must distinguish a direct energy shock from price-setting behavior that could last after the initial shock fades. The release does not, by itself, announce or guarantee a Bank of England response. Growth, wages, expectations and subsequent evidence remain relevant. For readers following sterling or gilts, that distinction prevents a statistical report from being mistaken for a confirmed policy decision.
Reading the household and market effects
Higher prices can reduce the purchasing power of income when earnings do not keep pace, but aggregate CPI does not describe every household’s exact experience. Fuel use, housing arrangements and spending patterns differ. For businesses, the same increase can affect customer demand and operating expenses in different ways. A retailer, airline and domestic service provider do not have identical exposure. That is why an inflation headline should be connected to a specific business model before drawing conclusions about company earnings.
What matters in the next releases
A useful follow-up is whether services and core inflation remain firm and whether fuel pressure spreads or fades. Keep annual and monthly changes separate, and distinguish CPI from CPIH in any chart or comparison. It is also sensible to read the report alongside activity and employment evidence rather than constructing a policy forecast from inflation alone.
